Graduated from the Kazan State Technical University and the TISBI University of Management. In 1999, commenced a professional career as a lead specialist at the Ministry of Trade and Foreign Economic Cooperation of the Republic of Tatarstan. From 2004, held various positions at PJSC Tattelecom, progressing from lead engineer to Deputy General Director and Head of the Kazan City Telephone Network. Beginning in 2016, served as First Deputy Minister of Informatization and Communications of the Republic of Tatarstan, and subsequently as Deputy General Director of the Innopolis Special Economic Zone. In 2024–2025, held the office of Mayor of Innopolis. Recognized with numerous awards for contributions to the development of telecommunications and digital services.
