Graduated from Tyumen State Institute of World Economics, Management and Law in 2008 with a degree in Applied Informatics in Economics. He completed his postgraduate studies with a degree in Regional Economics in the same institution in 2012. In 2018, he obtained a master's degree in Information Technology: Software Development at Innopolis University.

Before moving to Innopolis University, he worked as the head of Information Technology Department at Toyota Centre Tyumen North. Evgeniy has 15 years of experience in IT and 8 years of project management in the industry.
